What makes an intro strong enough to earn its place?

Some intros set the mood perfectly, while others are just the verse chords played before the singing starts. I am trying to be more ruthless about whether an intro is actually helping the song.

What makes an intro worth keeping? A hook, atmosphere, a rhythmic setup, a lyrical cue, giving the band time to enter, or simply making the first vocal line land harder?

An intro should teach the listener something about the song: groove, mood, hook, or world.
